WHAT IS AN ENERGY STATEMENT?
An Energy Statement is a comprehensive, detailed report that demonstrates how a development will meet national and local energy and sustainability policy. Local Planning Authorities are obligated to encourage sustainable development through the National Planning Policy Framework (NPPF) and an increasing number of authorities now require an Energy Statement to be submitted alongside Planning Applications for new build or conversion developments.
Specific local targets encourage developers to be more energy efficient by going above and beyond the requirements of Approved Document L2 of the Building Regulations. Whilst local policies vary significantly between different Planning Authorities, targets will often apply to energy demand, carbon emissions and / or the provision of low carbon and renewable technologies, meaning the reports need to be tailored to the specific requirements.
The Energy Statement is submitted with Planning Applications to the Local Planning Authority and if Planning Permission is granted, the report should then be used by the Design Team to devise the development’s final build specification. This will help to ensure that the completed development achieves the proposals submitted to the Planning Authority, who may have imposed conditions which will need to be discharged upon completion.

ENERGY STATEMENT METHODOLOGY
- Baseline energy calculations for the proposed development (SAP & SBEM Calculations) to determine the predicted energy demand and the amount of annual regulated carbon dioxide (CO2) emissions that would be permitted under the standard requirements of Approved Document L.
- A proposal for a range of conventional energy efficiency improvements aimed at reducing energy consumption under occupancy such as enhanced fabric energy efficiency and improved heating, hot water, ventilation and lighting efficiencies.
- A review of the location of any local district heat networks and whether the development can make a connection to these or utilise Combined Heat and Power (CHP) technology.
- A site specific feasibility study into the potential use of a wide range of low carbon and renewable technologies for potential inclusion within the development.
- Predicted energy calculations (SAP & SBEM Calculations) for the development demonstrating how the local planning policy requirements have been met.
WHAT IS THE PURPOSE OF AN ENERGY STATEMENT?
The Energy Statement should be submitted with Planning Applications to the Local Planning Authority to demonstrate how the proposed development satisfies their local planning policies.
If Planning Permission is granted, the report should then be used by the Design Team to devise the development’s final build specification. This will then ensure that upon completion, the development can discharge any conditions that the Planning Authority may have imposed relating to the Energy Statement.
In support of the above process, EPS Group can provide updated SAP or SBEM calculations for Building Control applications as well as Air Leakage Testing and On Construction Energy Performance Certificates upon completion of the build.
DO YOU HAVE ANY TIPS FOR ENERGY STATEMENTS?
- Local planning policies generally require developments to exceed the current requirements of Approved Document L of the Building Regulations. Enhanced build specifications including increased levels of insulation, improved heating and hot water efficiencies and controls and reduced levels of air permeability are all measures that you are likely to need to adopt. This will also reduce the size and cost of any low carbon and renewable technologies that may be required.
- There is no universal standard across the UK and each Local Planning Authority has different requirements for Energy Statements based upon their adopted low carbon and renewable planning policies. Seeking to address these requirements early in the design process will help to avoid any unnecessary costs associated with redesigns or the re-submission of planning applications.
- Adoption of certain low or zero carbon technologies can avoid the need for developments to connect to a mains gas supply, which can then provide a substantial cost saving to offset the Energy Statement’s recommendations.
- An experienced Energy Consultant can save a developer substantial sums of money when devising the design recommendations/proposals within an Energy Statement. The Design Team’s confidence that the consultant that they appoint has their client’s best interests in mind is therefore essential.
